The recent ruling of the State Council on the issue of retroactive charges of drinking water is certainly an element of great disappointment not only for those who had lodged the appeal but for all Polesine.
Polesine Services claiming victory, because it will return 3.2 million taken from the citizens of the undue Polesine, but the signal that emerges is anything but positive overall. For a mere procedural defect, thousands of families and businesses they are denied the refund of the amount paid on the basis of an unlawful act in substance.
Why must it be clear that the Council of State overturned the ruling of the TAR for a mere procedural defect: a delay in terms of presentation of the action (and, on this, I think we should review the rules, for how can you expect citizens to appeal against a decision by the BUR venendone aware from the register or Pretoria?). Substance, in short, the applicants are right and those who, like us, has always maintained that you can not retroactively increase the rates.
face of this what is the attitude of the political Pula? For the most part merely gloat about the result of that ruling does not force you to find other strange alchemy to retrieve the money that was supposed to return to users. Not to mention that the substance of this story is about an injustice to the citizens of the bottom, which follows a continuing mismanagement. And the fact that it is a public company owned by the municipalities to make this injustice does not help the political credibility in the eyes of citizens, or contributes to the governance of local services, already deeply threatened by legislative measures and other local issues.
Here then is that maybe the policy, rather than just gloat, however, should think about how to return to the public at least a portion of the stolen goods, as well as, of course, worry about in a serious and determined how to get in a serious way, efficiency and quality of service and resolve issues that threaten the public service management (liquid, in short, the anomaly-BOILED SAGIDEP).
then launched a proposal, that maybe can help to recover a minimum of credibility and trust in politics: you use the money that should have been returned to the citizens to extend tariff concessions to families in need. At the end of last year, in fact, the ATO has decided to impose some tariff concessions, but, apart from being very limited as an entity (something like 20 cubic meters per year per person) affect a very small band of citizens: families or families with a very low ISEE. Our proposal is to extend these benefits by raising the limit and increase the size of ISEE, at least for vulnerable groups.
Obviously this does not serve to compensate, or to warrant impropriety made three years ago, but at least it would give practical help to families affected by crisis and, perhaps, the policy would again be perceived as "useful."
